Question:

In these days, there are some [individuals] who give ruling of the obligation of Jihaad and say that the Imaam and the Banner are not conditional for Jihaad. So what is the view of your graciousness regarding this speech?

Answer:

This is the view of the Khawaarij. The one who desires then let him go to the thought of the Khawaarij and let him go away with this one that gives the ruling. The Banner is essential and so is the Imaam, this is the methodology of the Muslims from the time of the Messenger of Allaah (Õáì Çááå Úáíå æÓáã ), as for the one who gives the ruling that there is no [need for an] Imaam nor the Banner, all of this from his desire, it is the view of the Khawaarij.
